Derecho y Políticas de Libre Competencia en América Latina 
The report «Fighting Bid Rigging in Public Procurement in Colombia» unfortunately confuses «reverse» auctions with «open descending bid» auctions, so its’ discussion and recommendations are somewhat muddled. Colombia’s bid rigging problem derives first & foremost from the common use of «average bid» auctions (in the procurement of prison services, for example) which are particularly susceptible to collusion, and have bad properties in general. While the report does eventually recommend the use of first-price sealed bid auctions rather than «reverse auctions» (sic) where there are concerns about collusion, it also strangely recommends alternative procurement methods such as negotiated tenders and framework agreements, which are highy unlikely to help matters or lead to more efficient outcomes.
