“The Americas Spectrum Management Conference 2011” took place in Washington DC on 19th & 20th October. The meeting was attended by economists, lawyers and engineers interested in the efficient management of that scarce resource called “radio spectrum”. I was invited to participate in one of the “hottest” roundtables of this conference: the one that discussed the feasibility of implementing incentive auctions to reallocate radio spectrum from low to high social value uses.
